BackgroundThere is increasing evidence that research misbehaviour is common, especially the minor forms. Previous studies on research misbehaviour primarily focused on biomedical and social sciences, and evidence from natural sciences and humanities is scarce. We investigated what academic researchers in Amsterdam perceived to be detrimental research misbehaviours in their respective disciplinary fields.MethodsWe used an explanatory sequential mixed methods design. First, survey participants from four disciplinary fields rated perceived frequency and impact of research misbehaviours from a list of 60. We then (...) combined these into a top five ranking of most detrimental research misbehaviours at the aggregate level, stratified by disciplinary field. Second, in focus group interviews, participants from each academic rank and disciplinary field were asked to reflect on the most relevant research misbehaviours for their disciplinary field. We used participative ranking methodology inducing participants to obtain consensus on which research misbehaviours are most detrimental.ResultsIn total, 1080 researchers completed the survey (response rate: 15%) and 61 participated in the focus groups (3 three to 8 eight researchers per group). Insufficient supervision consistently ranked highest in the survey regardless of disciplinary field and the focus groups confirmed this. Important themes in the focus groups were insufficient supervision, sloppy science, and sloppy peer review. Biomedical researchers and social science researchers were primarily concerned with sloppy science and insufficient supervision. Natural sciences and humanities researchers discussed sloppy reviewing and theft of ideas by reviewers, a form of plagiarism. Focus group participants further provided examples of particular research misbehaviours they were confronted with and how these impacted their work as a researcher.ConclusionWe found insufficient supervision and various forms of sloppy science to score highly on aggregate detrimental impact throughout all disciplinary fields. Researchers from the natural sciences and humanities also perceived nepotism to be of major impact on the aggregate level. The natural sciences regarded fabrication of data of major impact as well. The focus group interviews helped to understand how researchers interpreted ‘insufficient supervision’. Besides, the focus group participants added insight into sloppy science in practice. Researchers from the natural sciences and humanities added new research misbehaviours concerning their disciplinary fields to the list, such as the stealing of ideas before publication. This improves our understanding of research misbehaviour beyond the social and biomedical fields. (shrink)

BackgroundObtaining informed consent for intravenous thrombolysis in acute ischemic stroke can be challenging, and little is known about if and how the informed consent procedure is performed by neurologists in clinical practice. This study examines the procedure of informed consent for intravenous thrombolysis in acute ischemic stroke in high-volume stroke centers in the Netherlands.MethodsIn four high volume stroke centers, neurology residents and attending neurologists received an online questionnaire concerning informed consent for thrombolysis with tissue-type plasminogen activator (tPA). The respondents were (...) asked to report their usual informed consent practice for tPA treatment and their considerations on whether informed consent should be obtained.ResultsFrom the 203 invited clinicians, 50% (n = 101) completed the questionnaire. One-third of the neurology residents (n = 21) and 21% of the neurologists (n = 8) reported that they always obtain informed consent for tPA treatment. If a patient is not capable of providing informed consent, 30% of the residents (n = 19) reported that they start tPA treatment without informed consent. In these circumstances, 53% of the neurologists (n = 20) reported that the resident under their supervision would start tPA treatment without informed consent. Most neurologists (n = 21; 55%) and neurology residents (n = 45; 72%) obtained informed consent within one minute. None of the respondents used more than five minutes for informed consent. Important themes regarding obtaining informed consent for treatment were patients’ capacity, and medical, ethical and legal considerations.ConclusionThe current practice of informed consent for thrombolysis in acute ischemic stroke varies among neurologists and neurology residents. If informed consent is obtained, most clinicians stated to obtain informed consent within one minute. In the future, a shortened information provision process may be applied, making a shift from informed consent to informed refusal, while still considering the patient’s capacity, stroke severity, and possible treatment delays. L’évolution de la terminologie relative au handicap intellectuel a été examinée pour comprendre les débats sur les préférences linguistiques. Les articles de journaux néerlandais publiés entre 1950 et 2020 et contenant des termes relatifs au handicap intellectuel ont été analysés à l’aide d’une analyse de contenu quantitative et qualitative. Les résultats ont montré que la terminologie liée au handicap intellectuel a changé dans la presse en faveur de celle adoptée par les organisations de personnes handicapées, les universitaires et le gouvernement. (...) L’utilisation de termes comme “faible d’esprit” ou “mongolien” est en recul. Cependant, les journaux ont continué d’utiliser certaines expressions dépassées et péjoratives. Dans des situations sans rapport avec la déficience, les termes liés au handicap intellectuel – en particulier les termes “idiot” et “retardé” – sont fréquemment utilisés pour renforcer une opinion négative. Les lecteurs de journaux néerlandais sont donc confrontés à une multitude déroutante de termes liés à des représentations disparates des personnes handicapées, qu’ils soient désuets et négatifs, ou positifs et inclusifs. Résumé : Le PPBS a été conçu comme un instrument destiné à ceux qui décident de l'allocation des ressources publiques : il doit leur permettre de prendre de meilleures décisions. S'il est très difficile de repérer et de juger les choix que le développement du système a inspirés aux Etats-Unis, il n'en est pas mains certain que ses résultats tangibles sant maigres car la masse des anciens programmes, principale source potentielle de moyens nouveaux, n'a guère été remise en question.La valeur (...) intrinsèque du PPBS ne peut être mise en cause. Ce qui doit l'être, c'est la lenteur de son développement, qui demeure peu avancé. Cette lenteur s'explique, car le système ne peut produire des fruits dans une terre stérile qu'on n'a pas préparée.La brutalité et les maladresses de l'opération déclenchée en 1965 dans le gouvernement fédéral américain ne pouvaient que renforcer la résistance au changement et retarder, sinon compromettre, le succès final. Les perspectives demeurent heureusement favorables, puisque la nouvelle administration ne semble pas décidée à faire machine arrière et que les Etats et Villes ont démarré sous de bien meilleurs auspices.La principale conclusion qu'imposent les expériences américaines est que toute juridiction intéressée par le PPBS doit impérativement développer, de la façon la plus générale, la volonté d'instaurer le système et s'assurer les moyens de le faire. C'est dire qu'il est peu sage d'engager la bataille sur tous les fronts à la fois : il faut tenter des percées. Mais c'est dire aussi combi en l'information et la formation sant essentielles. A cet égard, l'installation généralisée de certains éléments du système, à savoir la structure de programmes et le budget-programme, loin de présenter des inconvénients, peut constituer un excellent exercice en dehors de son utilité directe pour le preneur de décision. La bataille en cause est surtout celle de la conviction: l'outil est prêt, il est bon, encore faut-il que l' ouvrier accepte de s'en servir.Samenvatting:Planning-programming-budgeting werd ontworpen als een instrument voor diegenen die beslissen over de toewijzing van de overheidsmiddelen.Dit instrument moet de beslissers in staat stellen betere beslissingen te treffen. Het is niet makkelijk deze beslissingen op te sporen en te beoordelen welke in de Verenigde Staten getroffen werden onder invloed van de ontwikkeling van deze systeembenadering. Toch is het met vrij grote zekerheid te stellen dat de tastbare resultaten gering zijn omdat de veelheid aan oude programma's die tenslotte toch de voornaamste potentiële bronnen zijn van nieuwe middelen, nooit werden aangevochten.De intrinsieke waarde van PPBS kan daarom evenwel niet worden genegeerd. Wat wel dient aangeklaagd is de traagheid van zijn aanslepende ontwikkeling. Deze traagheid is te verklaren door het feit dat het systeem slechts vruchten kan afwerpen zo het ingeplant wordt in degelijk voorbereid terrein.De brutaliteit en de onhandigheden bij de operatie die in 1965 werd ingezet in het amerikaans federaal overheidsbestel konden niets anders dan de weerstand tegen de verandering versterken en afbreuk doen aan het uiteindelijk slagen van het systeem. Gelukkiglijk blijven de vooruitzichten gunstig want de nieuwe beleidsvoerders sinds de presidentsverkiezingen, blijken ermee te willen doorgaan en de staten en lokale overheden zijn ermee van wal gestoken onder veel betere omstandigheden. Het doorslaggevend besluit uit de amerikaanse ervaringen terzake is wel dat elke instantie welke belangstelling heeft voor PPBS, nodig moet op zo breed mogelijk vlak de wil doen groeien om het systeem te ontwikkelen en er ook de nodige middelen toe ter beschikking stellen. Dit betekent tevens dat het weinig aan te bevelen is de strijd op alle fronten terzelvertijd aan te binden maar wel geleidelijk doorbraken te verwezenlijken. Dit brengt dan evenwel ook met zich dat informatie en vorming essentieel zijn bij deze strategie. In dit verband moet dan ook gezegd worden dat reeds het invoeren van sommige deelementen van het systeem, zoals de programmastructuur en het programmabudget, voor de beslisser nuttig kan zijn voor zijn persoonlijk inzicht en vorming.De te voeren actie dient nog slechts te worden toegespitst op het overtuigen van de verantwoordelijken. Het instrument is immers gebruiksklaar en degelijk, er is alleen nog het wachten op de wil van de gebruiker dit instrument ter hand te nemen. (shrink)

The fascination with the process inherent to understanding has always been something that has disturbed Philosophy with its question: what makes understanding possible? On the contrary, little attention has been paid to the use we make of this term. This took it out of its context and investigated it as related to a mental process, situated in the subject. This approach generated some questions, among them: if understanding and the processes involved in it take place in the mind, how can (...) one have access to them? How do you know what’s on the other’s mind? This text intends to present the role played, both by the verb meinen (to mean), in its disconnection with mental processes, in terms of its grammar, and by the expression lebensform (form of life), in Philosophical Investigations, as a condition in which, both the meinen has its most authentic use, as well as the background that makes it possible to understand the Investigations as a whole. Argumentarei que para Hume só é possível ter um conhecimento imperfeito do mundo externo. James Roman love elegy presents sexual relationships between elite men and women of lower status in apparently reversed gender and power positions, so that the male is enslaved to his beloved domina. This metaphorical reversal, however, actually retains standard Roman social structures, suggesting (...) an inequity even within a private love affair: rather than sharing goals and desires, lover and beloved stand in a gendered opposition. Historically, elegy has been interpreted from the perspective of its male speakers, and much scholarship has focused on the characterizations of those speakers. But as it is legitimate to study the male elegiac speakers' viewpoint, it is likewise appropriate to consider that of his preferred love object and frequent addressee, the elegiac doctapuella. Since much of elegy is directed at a fictive, if named, woman, 1 such an approach may illuminate some of its rhetorical strategies and gender values, particularly as they derive from and relate to Roman gendered power constructs. Since elegy in particular generically anticipates the perspective of the docta puella, 2 and makes it a structural element of the [End Page 223] genre, to read elegy from that perspective provides both a necessary corrective or balance to the dominant male voice of the genre and a revelation of its inherent disingenuity. I will examine two related topoi of elegy--the recusatio and the problem of the "greedy girl"--from the position of the puella, a viewpoint that demonstrates the relationship between these two topoi and reveals the engine of Roman love elegy to be self-interested sexual persuasion rather than sincere confession of passion. 3This approach requires identifying the elegiac puella, the counterpart to the recognizable elite male speaker of Roman love elegy, the lover-poet. In my view, she is a fictional construct based upon the courtesan of New Comedy--that is, she is an elegant, educated woman who has no financial security and thus must earn her own living while she can. 4 [End Page 224] Identifying her in this way has several consequences, but only two concern us here.The first consequence is that many apparently individual character traits in an elegiac puella turn out to be professionally motivated behavior, as dictated by both Dipsas and Acanthis in Amores 1.8 and Propertius 4.5. A primary example is greed, for which the elegiac speakers never tire of criticizing their puellae, as though avaritia were a character flaw of a specific woman rather than a professional obligation. 5 Thus, when the lover-poet in Propertius 2.16 complains that Cynthia always weighs the purses of her lovers ("semper amatorum ponderat una sinus," 2.16.12), he is actually describing the behavior prescribed for her not only by the lena Acanthis, in poem 4.5 but in the pages of Roman comedy as well. 6 Comedy routinely presents the courtesan's needs and the young lover's desires as being at odds. The same structure of economic opposition governs the elegiac love affair: the puella plays a generic, professional part that may conflict with her personal inclinations or character (cf. Thais and Bacchis in Ter. Eun. and Hecyra). She is also presented as retaining her self-control while her impassioned lover loses his. 7 Like other courtesans of Roman comedy, Phronesium (Plaut. No Órganon Aristóteles descreve alguns esquemas dedutivos nos quais a presença de inconsistências não acarreta a trivialização da teoria lógica envolvida. Esta tese é corroborada por três diferentes situações teóricas estudadas por ele, as quais são apresentadas neste trabalho. Analizamos o esquema de inferência utilizado por Aristóteles no Protrepticus e o método de demonstração indireta para os silogismos categóricos. Ambos os métodos exemplificam como Aristóteles emprega estratégias de redução ao absurdo logicamente clássicas. Na sequência, discutimos os silogismos válidos a partir (...) de premissas opostas (contrárias e contraditórias) estudadas pelo Estagirita no Analytica Priora (B15). De acordo com o autor, os seguintes silogismos são válidos a partir de premissas opostas, nos quais letras latinas minúsculas denotam termos como sujeito e predicado, enquanto que letras latinas maiúsculas denotam proposições categóricas tal como na notação tradicional: (i) na segunda figura, Eba,Aba ` Eaa (Cesare), Aba, Eba ` Eaa (Camestres), Eba, I ba ` Oaa (Festino), e Aba,Oba ` Oaa (Baroco); (ii) na terceira, Eab,Aab ` Oaa (Felapton), Oab,Aab ` Oaa (Bocardo) e Eab, Iab ` Oaa (Ferison). In the period of decolonisation that followed the end of the Second World War a number of scholars, mainly Middle Eastern, launched a sustained assault on Orientalism - the theory and practice of representing 'the Orient' in Western thought -accusing its practitioners of misrepresentation, prejudice and bias. As a result an intense debate occurred regarding the validity of the charges made, involving not only Orientalists but students of history, anthropology, sociology, women's studies and the media. Mary Gentile’s Giving Voice to Values presents an approach to ethics training based on the idea that most people would like to provide input in times of ethical conflict using their own values. She maintains that people recognize the lapses in organizational ethical judgment and behavior, but they do not have the courage to step up and voice their values to prevent the misconduct. Gentile has developed a successful initiative and following based on encouraging students and employees to learn how (...) to engage in communication or action to express their values within an organization’s formal and informal value system. The purpose of this analysis is to examine the Giving Voice to Values approach to empowering the individual to take action to deal with lapses in organizational ethics. We examine the role of Giving Voice to Values in business ethics education, considerations for implementing GVV, and recommendations for business educators and corporate ethics officers. We conclude that while GVV is an effective tool, it is not a comprehensive or holistic approach to ethics education and organizational ethics programs. (shrink)

This paper examines the attitudes of circumcised women towards female circumcision in a community where the practice is in vogue. Also described are the type of circumcision performed, who usually performs the circumcision and complications. One hundred volunteers across the social strata were interviewed by means of a structured questionnaire. Data were analysed using frequency tables. The study revealed that 62% of respondents favoured the practice as an instrument for the control of female sexuality and maintenance of cultural pride. Circumcision (...) is mainly by excision of the clitoris and the labia minora performed mainly by traditional birth attendants. Complications include severe pain, difficulty with urination and excessive bleeding. Based on the findings, it is suggested that communities where femal genital mutilation is practised as a social norm should be involved in any eradication campaign, with the support of national and international organisations. Research is also essential to understand FGM in order to design effective reforms. (shrink)

The Johns Hopkins-Fogarty African Bioethics Training Program (FABTP) has offered a fully-funded, one-year, non-degree training opportunity in research ethics to health professionals, ethics committee members, scholars, journalists and scientists from countries across sub-Saharan Africa. In the first 9 years of operation, 28 trainees from 13 African countries have trained with FABTP. Any capacity building investment requires periodic critical evaluation of the impact that training dollars produce. In this paper we describe and evaluate FABTP and the efforts of its trainees.Our data (...) show that since 2001, the 28 former FABTP trainees have authored or co-authored 105 new bioethics-related publications; were awarded 33 bioethics-related grants; played key roles on 78 bioethics-related research studies; and participated in 198 bioethics workshops or conferences. Over the past nine years, trainees have collectively taught 48 separate courses related to bioethics and have given 170 presentations on various topics in the field. Many former trainees have pursued and completed doctoral degrees in bioethics; some have become editorial board members for bioethics journals. Female trainees were, on average, less experienced at matriculation and produced fewer post-training outputs than their male counterparts. More comprehensive studies are needed to determine the relationships between age, sex, previous experience and training program outputs. (shrink)

Background: Clinical genomic implementation studies pose challenges for informed consent. Consent forms often include complex language and concepts, which can be a barrier to diverse enrollment, and these studies often blur traditional research-clinical boundaries. There is a move toward self-directed, web-based research enrollment, but more evidence is needed about how these enrollment approaches work in practice. In this study, we developed and evaluated a literacy-focused, web-based consent approach to support enrollment of diverse participants in an ongoing clinical genomic implementation study. (...) Methods: As part of the Cancer Health Assessments Reaching Many (CHARM) study, we developed a web-based consent approach that featured plain language, multimedia, and separate descriptions of clinical care and research activities. CHARM offered clinical exome sequencing to individuals at high risk of hereditary cancer. We interviewed CHARM participants about their reactions to the consent approach. We audio recorded, transcribed, and coded interviews using a deductively and inductively derived codebook. We reviewed coded excerpts as a team to identify overarching themes. Results: We conducted 32 interviews, including 12 (38%) in Spanish. Most (69%) enrolled without assistance from study staff, usually on a mobile phone. Those who completed enrollment in one day spent an average of 12 minutes on the consent portion. Interviewees found the information simple to read but comprehensive, were neutral to positive about the multimedia support, and identified increased access to testing in the study as the key difference from clinical care. Conclusions: This study showed that interviewees found our literacy-focused, web-based consent approach acceptable; did not distinguish the consent materials from other online study processes; and valued getting access to testing in the study. Overall, conducting empirical bioethics research in an ongoing clinical trial was useful to demonstrate the acceptability of our novel consent approach but posed practical challenges. (shrink)

It is important to recognize that the problem dealt with by Plato in the central part of the Sophist is one which arises from the use of certain Greek phrases, and has no necessary or direct connexion with metaphysics. We tend to obscure this fact if we use English terms such as ‘Being’, ‘Reality’, ‘Existence’, etc., in discussing the dialogue, and indeed make it almost impossible to understand what Plato is trying to do. The past two decades have seen a dramatic increase in the use of telemedicine while the information technology revolution has contributed significantly to its popularity. In addition, there has been a recent increase in the use of telemedicine in the intensive care unit (ICU), partially driven by a critical shortage of intensivists. However, the ethical questions raised by the implementation of tele-ICUs have not been adequately considered. Epitome V (1621), and consisted of matching an element of area to an element of time, where each was mathematically determined. His treatment of the area depended solely on the geometry of Euclid's Elements, involving only straight-line and circle propositions – so we have to account for his deliberate avoidance of the sophisticated conic-geometry associated with Apollonius. We show also how his proof could have been made watertight according to modern standards, using methods that lay entirely within his power. The (...) greatest innovation, however, occurred in Kepler's fresh formulation of the measure of time. We trace this concept in relation to early astronomy and conclude that Kepler's treatment unexpectedly entailed the assumption that time varied nonuniformly; meanwhile, a geometrical measure provided the independent variable. Even more surprisingly, this approach turns out to be entirely sound when assessed in present-day terms. Kepler himself attributed the cause of the motion of a single planet around the Sun to a set of `physical' suppositions which represented his religious as well as his Copernican convictions; and we have pared to a minimum – down to four – the number he actually required to achieve this. In the Appendix we use modern mathematics to emphasize the simplicity, both geometrical and kinematical, that objectively characterizes the Sun-focused ellipse as an orbit. Meanwhile we highlight the subjective simplicity of Kepler's own techniques (most of them extremely traditional, some newly created).
